Космос сегодня играет ключевую роль в решении ряда оборонных и народнохозяйственных задач (дистанционное зондирование Земли и картография, метеорология, связь, навигация), в проведении фундаментальных научных исследований. Использование космических ресурсов имеет значение для нашей повседневной жизни. На околоземных орбитах находится более 2000 действующих спутников. Свыше 80  государств, международных и коммерческих организаций владеют космическими средствами или эксплуатируют их, причем отмечается неуклонный рост как числа участников космической деятельности, так и объектов, выводимых в околоземное космическое пространство (ОКП). На сегодняшний день в ОКП скопилось множество техногенного вещества, основную часть которого составляет «космический мусор»
(КМ) – завершившие свою миссию и прекратившие функционировать космические аппараты (КА), верхние
ступени ракет-носителей и разгонные блоки, операционные элементы запусков, фрагменты разрушений
космических объектов (КО) в результате взрывов и столкновений, а также элементы деградации поверхности КО при воздействии на них таких факторов космического пространства, как высокоэнергичная корпускулярная радиация, атомарный кислород, вакуум.

Засоренность космического пространства создает опасность и для автоматических, и для пилотируемых
аппаратов. Угрозу для действующих КА представляет как крупный, так и мелкий «мусор»  – ввиду огромных космических скоростей, особенно в области низких орбит. Суммарное количество опасных фрагментов размером свыше 1 см оценивается в 600 тысяч.

Проведение конференции обусловлено необходимостью обсудить вопросы безопасности космической
деятельности в условиях нарастающего количества КМ в ОКП. Основными целями являлись обмен информацией и выработка предложений по комплексному решению проблемы.

С приветственным словом к участникам обратился директор Департамента стратегического планирования Роскосмоса Ю. Н. Макаров. Он отметил важность проблемы и остановился на прикладных аспектах тех
угроз, которые «космический мусор» представляет для аппаратов и для самой возможности осуществления космической деятельности в целом. Член Президиума РАН, директор ИКИ в 2002–2018 гг. Л. М. Зелёный
сообщил, что Совет РАН по космосу уделяет данной проблеме постоянное внимание. По результатам ее обсуждения в 2018 г. и была инициирована настоящая конференция. Директор Института астрономии
РАН Б. М. Шустов полагает, что из существующих на сегодняшний день космических угроз проблема техно-
генной засоренности ОКП является самой насущной. Для ее эффективного решения необходимо «подключение» фундаментальной науки, причем на системном уровне.

Работа конференции была разделена на пять секций: 1. «Современные и перспективные методы и средства наблюдений космического мусора в околоземном космическом пространстве. Радарные и оптические наблюдения КМ наземными средствами. Проекты космических аппаратов для обнаружения и мониторинга КМ». Председатель секции – А. П. Лукьянов (ПАО МАК «Вымпел»). 2. «Каталогизация  искусственных
объектов. Базы данных искусственных спутников Земли и КМ, информационные системы». Председатель
секции – В. В. Сидоренко (ИПМ имени М. В. Келдыша РАН). 3. «Моделирование  эволюции объектов космического мусора. Проблема точности прогнозов общей обстановки в ОКП и в отдельных областях ОКП. Методы повышения надежности (точности) определения орбит и прогнозирования орбитальных
событий (в том числе оценки рисков столкновений и падений)». Председатель секции – И. В. Усовик (ЦНИИмаш). 4. « Пути уменьшения засоренности ОКП. Современные и перспективные возможности борьбы с техногенным загрязнением околоземного пространства. Методы предотвращения столкновений с фрагментами КМ и защита космических аппаратов». Председатели секции  – С. С. Вениаминов (НИИЦ ЦНИИ ВВКО МО РФ), А. М. Мерзлый (Совет по космосу РАН). 5. «Вопросы  внутрироссийской координации и международного сотрудничества. Правовые вопросы». Председатель секции  – В. М. Агапов (ИПМ имени М. В. Келдыша РАН).

Докладчики рассказали о современных методах и средствах наблюдения космических объектов с помощью наземных оптико-электронных и радиолокационных средств, а также о мониторинге КМ с помощью перспективных средств наземного и космического базирования. М. П. Симонов  сделал обзорный доклад об Автоматизированной системе предупреждения об опасных ситуациях (АСПОС) в ОКП, а И. Е. Молотов подробно остановился на использовании ее оптических средств, размещенных в России, Армении и Бразилии. В настоящее время система мониторит примерно 7500  объектов на высоких орбитах, что превышает число объектов, отслеживаемых американской Системой контроля космического пространства. Достигнута высокая частота просмотра: на геостационаре около 90 % объектов наблюдается каждую ночь, а на высокоэллиптических орбитах регулярно контролируется 45 % объектов.

Были приведены предварительные результаты наблюдений фрагментов разрушения американских верхних ступеней Centaur, зарегистрированных 26 марта и 6 апреля 2019 г.

Об используемых средствах наблюдения рассказали представители обсерваторий в Архызе, Иркутске, Коуровке, Кастельгранде, Терсколе, Санглоке и Научном.

Во второй день обсуждались вопросы ведения баз данных, каталогизации космических объектов, мониторинга опасных событий, а также моделирования эволюции объектов «космического мусора» в
различных областях ОКП. Обзор требований к базам данных КО сделал В. М. Агапов.  Н. А. Евсеев  доложил, что в базе данных АСПОС ОКП числится 19 598 космических объектов, в том числе 14 440  на низких орбитах, 593  – на средневысотных, 2657  – на высокоэллиптических и 1660 – на околостационарных. Для сравнения: в американском каталоге КО на 1 апреля значилось 19 404 объекта.
А. В. Оголев напомнил по крайней мере о четырех случаях вывода из строя функционирующих КА в результате столкновений и сообщил о росте числа опасных сближений на орбитах: если в 2010 г. прогнозировалось лишь четыре таких события, то в 2018 г. – уже 23. За прошедший год зарегистрировано восемь случаев разрушения КО.

В. М. Агапов,  Ю. Ф. Колюка  и  другие докладчики затронули проблему повышения точности прогнозирования параметров движения КО с целью предотвращения столкновения объектов «космического мусора» с действующими спутниками и сопровождения неуправляемых сходов с орбиты крупногабаритных объектов.

Третий, заключительный, день конференции был посвящен вопросам уменьшения засоренности ОКП
путем предупреждения образования, ликвидации, утилизации и увода объектов КМ на орбиты захоронения или орбиты с ограниченным сроком существования. Речь также шла о международном сотрудничестве в сфере обеспечения долгосрочной устойчивости космической деятельности и безопасности космических операций. Участники «круглого стола» в рамках форума отметили, что актуальность проблемы «космического мусора» в современном мире постоянно и интенсивно растет. Они сформулировали ряд практических рекомендаций по разработке эффективных методов изучения данного вопроса и парирования этой и других космических опасностей. По общему мнению, в России необходима консолидация всех имеющихся сил и средств, а также развитие новых. Первая всероссийская конференция по проблеме с КМ с широким представительством российских и международных исследовательских организаций стала важным шагом на пути обеспечения безопасности космической деятельности.

Смысл моего доклада был противоположный, что все достаточно плохо в части наблюдений фрагментов космического мусора. И конечно же я не делал акцента на сети АСПОС ОКП. Наоборот, показал карту обсерваторий нашей сети НСОИ АФН.

Astronomers Snap Images of Near-Earth Asteroid 2019 OK

Using several telescopes of the International Scientific Optical Network (ISON), astronomers have captured a series of images of the recently-discovered near-Earth asteroid 2019 OK.

The 330-foot- (100 m) wide asteroid 2019 OK passed just 43,500 miles (70,000 km) from Earth on July 25, 2019.

The object was discovered by the Southern Observatory for Near-Earth Asteroids Research (SONEAR) just a day before its close approach.

Observations of 2019 OK were independently confirmed by other observatories, including the Arecibo radar in Puerto Rico and the ISON network.

Since the discovery, with knowledge of where the asteroid would have been and by searching for it by eye, existing images were found in the Pan-STARRS and ATLAS sky survey archives.

Both surveys had in fact captured the asteroid in the weeks before the flyby, but this slow space rock appeared to move just a tiny amount between images, and was therefore not recognized.

With these observations, asteroid experts were able to extract precise measurements of the position and movement of 2019 OK.

With the ISON observations we were able to determine the distance of the close approach incredibly accurately,” said Dr. Marco Micheli, an astronomer with ESA’s Near-Earth Object Coordination Centre.

“In fact, with a combination of observations from across the globe, the distance is now known to better than one kilometer.”

2019 OK travels in a highly elliptical orbit, taking it from within the orbit of Venus to well beyond that of Mars. This means the time it spends near Earth and is detectable with current telescope capabilities is relatively short.

Asteroids the size of 2019 OK size are relatively common in the Solar System, but hit Earth on average only every 100,000 years.

Traveling in a highly elliptical orbit that takes it within the orbit of Venus, this asteroid wont come close to Earth again for at least 200 years.

Asteroid’s Close Approach Demonstrates Need for More Eyes in the Sky

On 25 July, an asteroid the size of a football field flew by Earth, coming within 65 000 km of our planet’s surface during its closest approach – about one fifth of the distance to the Moon.

The 100 m-wide asteroid dubbed ‘2019 OK’ was detected just days before it passed Earth, although archival records from sky surveys show it had previously been observed but wasn’t recognised as a near-Earth asteroid.

While 2019 OK illustrates the need for even more eyes on the sky, it also provides an opportunity to improve the asteroid recognising abilities of current and future telescopes, including ESA’s upcoming ‘Flyeye‘.

ESA observed the asteroid just before its flyby, by requesting two separate telescopes in the International Scientific Optical Network (ISON) take images of the space rock.

One of these is shown here, revealing the asteroid – the dark blob at the centre of the image – move across a background of stars, which appear as faint streaks.

With these observations, asteroid experts at ESA were able to extract precise measurements of the position and movement of the rocky body.

“This ‘un-recognition’ of an asteroid, despite it being photographed,” explains Rüdiger Jehn, ESA’s Head of Planetary Defence, “will be used to test the software going into ESA’s upcoming asteroid-hunting telescope, the Flyeye.”

More Eyes on the sky

We know of, and are tracking, thousands of asteroids in the Solar System, so why was this one discovered so late? Unfortunately, there is currently no single obvious reason, apart from its slow motion in the sky before close approach.

ESA, NASA and other agencies and organisations around the globe – professional and amateur – discover new asteroids every day. This work constantly increases our understanding of the number, distribution and movement of orbiting rocky bodies.

Planetary Defence at ESA

Two key goals of ESA’s Planetary Defence activities are, by 2030, Europe will be able to:

- provide early warning for dangerous asteroids larger than 40 m in size, about three weeks in advance;

- deflect asteroids smaller than 1 km if known more than two years in advance.

ESA’s planned network of Flyeye telescopes will significantly help in the global search for risky space rocks, necessary to provide early warnings.

The Agency’s Hera mission – currently being designed to test asteroid deflection for the first time – will develop our capacity to knock asteroids off a dangerous path.

"Wait, what?!" That was the reaction of a lot of people when they heard about the discovery of a sneaky asteroid we didn't know existed until it zipped by Earth (at a safe distance) on July 25. Now we know a lot more about it thanks to telescope observations.

We weren't in danger of losing a chunk of our planet to asteroid 2019 OK, but it was detected just the day before it slipped past, and that's the worrying part.

The European Space Agency had enough time to ask two telescopes in the International Scientific Optical Network (ISON) to take a look at the asteroid right before its flyby. These aren't beauty shots. The asteroid looks like a dark blob, but the observations are helping us learn more about 2019 OK.

We now know the asteroid flew by at a distance of just 40,000 miles (65,000 kilometers). Cosmically, that's fairly close.

The Southern Observatory for Near-Earth Asteroids Research (SONEAR) in Brazil is credited with first noticing the asteroid on July 24. As it turns out, other observatories caught sight of it earlier, but it moved slowly enough across the sky to not be recognizable as an asteroid at the time.

The space rock measured in at about 330 feet (100 meters) wide. "Asteroids the size of 2019 OK size are relatively common in the solar system, but hit Earth on average only every 100,000 years," ESA said in a release on Friday. So that's comforting.

ESA said there isn't an easy answer as to why we missed the asteroid's approach until the last minute. We can at least be glad it didn't come any closer.

As the number of space debris growths with time around the Earth, the collision probability between space debris and active satellites increases. In order to avoid a collision, it is necessary to monitor space debris. In the absence of an optical monitoring system in the Middle East and North Africa, National Research Institute of Astronomy and Geophysics (NRIAG) has been established the passive optical system for space debris surveillance which consists of an optical telescope attached with a highly sensitive camera with a field of view in the range of (3.4×2.3). According to this system, we can detect objects with a diameter about 15 cm which can cause major damage to active satellites. The primary goal of the optical system is to obtain and preserve physical and orbital information of space debris by purely optical means. To overcome the limits of optical observation, we have included in the International Scientific Optical Network (ISON) through scientific cooperation. The NRIAG team started a test operation in March 2019. A group of LEO space debris and satellites such as FENGYUN 1C DEB, CFESAT and COSMOS 2251 have been successfully observed using its NORAD Two-Line Element Sets (TLEs). On the other hand, the dynamical model for active Space debris removal have been developed and tested for different cases.

Анализ архивных данных наблюдений, проведенный после открытия стометрового астероида 2019 OK, совершенного за сутки до его близкого пролета мимо Земли, показал, что он был замечен наземными телескопами за несколько недель до этого, но не был распознан из-за медленного движения по небу. Это требует пересмотра принципов защиты от астероидов и ввода в строй новых, более совершенных телескопов для мониторинга неба, сообщается на сайте Европейского космического агентства.

Околоземный астероид 2019 OK относится к группе Флоры, самого большого семейства каменных астероидов в Главном поясе. Он был обнаружен при помощи телескопов обсерватории SONEAR (Southern Observatory for Near-Earth Asteroids Research) примерно за сутки до близкого пролета мимо Земли, который состоялся 25 июля 2019 года. Минимальное расстояние от 2019 OK до Земли составило чуть более 71 тысячи километров, это менее одной пятой расстояния от нашей планеты до Луны, при этом астероид двигался со скоростью более 88,5 тысячи километров в час относительно Земли. В наблюдениях за объектом участвовали телескопы наземной сети ISON (International Scientific Optical Network), а также радиотелескоп Аресибо.

Наблюдения помогли уточнить размер астероида, который оказался равен примерно ста метрам в поперечнике, а также параметры его орбиты: она имеет эллиптическую форму, пересекает орбиты Венеры, Земли и Марса и имеет эксцентриситет 0,76 и наклон 1 градус по отношению к плоскости эклиптики. Один оборот вокруг Солнца 2019 OK совершает за 2 года и 9 месяцев. Прогнозируется, что новое сближение с Землей произойдет не ранее, чем через двести лет.

Анализ архивных данных, который был проведен после открытия астероида, показал, что он был замечен телескопами, задействованными в обзорах Pan-STARRS и ATLAS, за несколько недель до пролета мимо Земли, однако из-за медленного движения по небу 2019 OK остался незамеченным. Это заставляет астрономов пересмотреть принципы защиты от астероидов. Все данные проведенной наблюдательной кампании за 2019 OK будут использоваться для тестирования новых систем мониторинга, таких как «Flyeye» — цель подобных систем заключается в оповещении об опасных астероидах размером более сорока метров как минимум за три недели до их сближения с Землей.

Российские оптические средства объединены в составе научной сети оптических инструментов для астрометрических и фотометрических наблюдений (НСОИ АФН) техногенных объектов, включающей по состоянию на 2009 год 19 пунктов наблюдения в 9 государствах и использующих 26 телескопов различного класса с диаметром зеркала от 22 см до 2,6 м. Общее руководство проектом НСОИ АФН, постановку задач, накопление и анализ результатов осуществляет ИПМ им. М.В.Келдыша РАН во взаимодействии с ОАО МАК «Вымпел». НСОИ АФН является единственным в мире источником информации по опасным малоразмерным (0,2-1м) и слабым (менее 16,5 звездной величины) объектам в
области геостационарной орбиты и высокоэллиптических орбит.

A would-be interstellar new object currently visiting the Solar System

13 September 2019

Over the past week, the Near-Earth Object (NEO) community in general, and ESA’s NEO Coordination Centre (NEOCC) in particular, have been involved in an interesting example of the process of discovering a new and exceptional object.

On 30 August 2019, Gennady Borisov, an amateur astronomer in Crimea, reported the discovery of a new object, likely cometary, to the Minor Planet Center (MPC). The object was given the temporary designation "gb00234" by the discoverer. As happens with all new peculiar objects, the corresponding observations were posted by the MPC on the NEO Confirmation Page. This is the place where new unconfirmed discoveries are presented to the community, in order to obtain the follow-up needed to characterise their orbits.

Within a few days, additional observations were collected. On 8 September 2019, the Scout alert system currently operating at NASA's JPL reported that the available data seemed to suggest this was not an NEO, nor a normal comet, but something far more unusual: its orbit seemed to be too eccentric to be gravitationally bound to our Sun. This could be the second case of an interstellar object discovered transiting our Solar System.

When this happened, we at the NEOCC, together with collaborators all over the world, started acquiring and analysing additional images of the object. Among them were some images obtained via our collaboration with the International Scientific Optical Network (ISON), using the 70 cm telescope in Chuguev, Ukraine. The images revealed that the object was indeed cometary, showing a nice tail almost an arcminute long. The corresponding astrometry further reinforced the determination that the comet's trajectory was indeed hyperbolic.

The object is unfortunately very close to the Sun, and therefore difficult to observe, because it is always located low on the horizon at twilight. Consequently, additional checks and verifications were needed to prove that the hyperbolic orbit was not an artefact of some problem with the observational data. After three more days of observations, collected all over the world, the MPC finally announced the object as C/2019 Q4 (Borisov), noting that the orbit is hyperbolic.

As of today, we know that C/2019 Q4 has an orbit with eccentricity of about 3.5, and entered our Solar System with a velocity of about 30 km/s. It will reach the closest distance to the Sun in early December 2019, at two astronomical units, and it will then reach about the same distance from the Earth later the same month. It is a bright object, currently at magnitude 18, so it will remain observable from the Earth for years, giving astronomers a great chance to study it in great detail.

Interstellar 2.0

Astronomers have spotted an object that looks likely to be a very rare visitor from outside our Solar System. If confirmed, this unusual body would be only the second interstellar object ever detected passing through our neighbourhood.

Like the fascinating cigar-shaped ʻOumuamua, which flew by in 2017, this bright object is also a comet, yet it cuts a very different shape in the sky.

The new object, dubbed C/2019 Q4 (Borisov), was first detected on 30 August by amateur astronomer Gennady Borisov.

About a week later, Marco Micheli from ESA’s Near-Earth Object Coordination Centre obtained images through the International Scientific Optical Network and performed several position measurements using data taken with the Canada-France-Hawaii Telescope in Hawaii.

This data confirmed the object’s unusual orbit, which was first reported by NASA’s Scout system, a real time monitor of newly discovered asteroids and comets.

ESA is now analysing all available data, as well as planning more observations to further refine the object’s path through space.

Despite being monitored by many telescopes and astronomers around the globe, there is still some uncertainty in the path and the origin of this interesting object.

Like the unfolding story of ‘Oumuamua – first thought to be an asteroid then finally a comet – this looks set to be another exciting scientific investigation of an unusual visitor, helping boost our knowledge of solar system formation.

Between stars

As the word suggests, an interstellar object is ‘between the stars’, roaming through space and no longer bound or ‘trapped’ in orbit about any specific star around which they formed.

Astronomers can tell a lot about an object from the shape of its orbit, in particular its eccentricity – how much it is ‘stretched’.

Planets in near-perfect circular orbits around their star, Earth for example, have an eccentricity close to zero.

Comets and asteroids in orbit around a body with elongated paths are described as having an eccentricity of between zero and one, and objects with an eccentricity greater than one, ‘hyperbolic’ orbits, are interstellar.

Current observations strongly suggest that C/2019 Q4 is interstellar, its orbit being highly elongated with an eccentricity of about three.

However, we also know that the uncertainty in these early observations is high as they were taken as the object was near the Sun in the sky and close to the horizon – two factors that negatively affect the quality of observations.

Vitally, it also requires measurements taken over an extended period to really determine an object’s path, to understand where it has come from and where it is headed.

When a comet or asteroid is first detected, it is merely a tiny point of light. But over time, multiple observations allow astronomers to ‘draw an arc in the sky’, from which the object’s orbit can be extrapolated.

“We are now working on getting more observations of this unusual object,” says Marco Micheli of ESA’s Near-Earth Object Coordination Centre.

“We need to wait a few days to really pin down its origin with observations that will either prove the current thesis that it is interstellar, or perhaps drastically change our understanding”.

Обсерватория для наблюдения за ближним космосом
ПАО «Межгосударственная акционерная корпорация «Вымпел» и АО «Радиокомпания «Вектор» создали научную обсерваторию в г.Чистополь. Основной задачей обсерватории является проведение исследований по совершенствованию технологии наблюдения околоземных космических объектов автоматическими телескопами.

Обсерватория размещена на крыше административного здания АО РК «Вектор» (г.Чистополь, ул. К.Маркса, д.135), и включает в свой состав автоматический павильон-укрытие, телескоп ASA (гиперболический астрограф диаметром 20 см., поле зрения 6°×6° с автофокусом) и вычислительный комплекс с программно-алгоритмическим обеспечением.

Обсерватория входит в состав созданной ПАО «МАК «Вымпел» Университетской сети оптических телескопов-роботов UN ORT (University Network of Optical Robotic Telescopes), в развитии которой участвуют Московский физико-технический институт, АО «Астрономический научный центр» (АНЦ) и АО «Радиокомпания «Вектор». В настоящее время в сети UN ORT функционируют 8 телескопов. Основной задачей сети является наблюдение космических объектов техногенного происхождения, астероидов, сближающихся с Землей, вспышек сверхновых и послесвечения гамма-всплесков. UN ORT взаимодействует скоординированным образом с международной научной сетью оптических инструментов для астрометрических и фотометрических наблюдений техногенных объектов (НСОИ АФН), сетью телескопов АО АНЦ и национальным Центром контроля космического пространства.

Дима, 2 фото, что ты добавил, а убрал, были абстрактные- телескоп вообще непонятно чей, а укрытие - из Благовещенска. Это они в предыдущей новости тиснули, поскольку реальных фото не было.

А сейчас впервые именно реальные фото

"Pseudo-MPEC" for 2019 OK = S511618 = asassn3

This object was initially found by SONEAR in Brazil, with a short arc of three observations, not enough to tell us much except that it had to be close to us. They posted the data as a new object on the NEOCP under their designation, S511618.

Shortly afterward, the ASAS-SN (All-Sky Automated Survey for Supernovae) found a moving object in their images, and posted the data to NEOCP with the designation asassn3. Things were a little confused here. As the name indicates, ASAS-SN focusses on supernovae (and finds a lot of variable stars and some galactic novae). Their data were posted as having come from the observatory codes (711) McDonald Observatory in Texas and (F65) Faulkes Telescope North in Haleakalā, Hawaii, but were not from the telescopes actually at those locations; the ASAS-SN telescopes share domes there. The data were posted to the Possible Comet Confirmation Page even though the object wasn't at all a possible comet. Supernova surveying can be done with large pixels and poor astrometry, but when we see 5" residuals from (711) and (F65), we're usually thinking "bad data".

Neither arc, by itself, looked all that unusual. Put together, they fit into an orbit that would pass us at about 71000 +/- 1000 km in a mere four hours. (The orbital elements after collecting all the data gave a perigee distance of 71359.03 +/- 2.33 km from the center of the earth.)

However, I didn't realize the (711) and (F65) data were actually from ASAS-SN. If I had, the large residuals would have been to be expected; they aren't asteroid astrometry folks. I thought the data were coming from the "usual" McDonald and FTN scopes; coming from them, the data looked suspiciously bad.

So I took the possibility that S511618 and asassn3 were the same object with a big grain of salt. It seemed likely to me that the (711) and (F65) data were just wrong. But I posted a request on MPML for observations on the theory that the best way to find out if the linkage was real was to look for the object in the place you'd expect to see it. (Which would be a relatively small area of sky with a very bright object.)

Very shortly after I posted that request, (F51) PanSTARRS went through their archives and realized they had some data for the object, which firmed up the orbit tremendously and confirmed that the linkage was real. I got an e-mail explaining the situation for the ASAS-SN data from (711) and (F65), so that mystery went away. The object was rather low on the horizon as seen from Europe, but two ISON stations were able to track them (it probably helped that these objects were really bright, as NEOs go.)

We now have radar data for this object from Arecibo, which (as often happens with radar) really firms up the orbit. The Doppler (radial velocity) measurement fits to within 1.2 sigmas; the ranging data fit almost exactly. (Though the radar guys tend to lowball their uncertainties. I really ought to adjust them by about a factor of three to get them to match the sigmas given to optical data.)

If you look at the along-track/cross-track residuals, you'll see some systematic timing errors near perigee, of the sort that often crop up with fast-movers. I'm hoping the stations involved will check their timing by observing GPS/navigation satellites. If they do, and if their timing is reasonably consistent ("hmmm, our clocks are off by -5.4 seconds, and were probably off by the same amount when we observed 2019 OK"), then we should be able to recompute the orbit using corrected times. I hope.

Следует  отметить  существенный,  причём на протяжении многих лет, вклад в наблюдения большой академической сети ISON (International Scientific Optical Network), поддерживаемой ИПМ им. М. В. Келдыша РАН, которая предназначена в основном для регистрации космического мусора с помощью телескопов класса 50 – 70 см. Значительная часть базы данных космического мусора ИПМ РАН основана на наблюдениях сети ISON, особенно наблюдений объектов в зоне геостационарной орбиты. Иллюстрацией может служить мгновенный снимок распределения КМ в ОКП (рис.  2).  Хорошо  выделяются  сгущения  КМ на низких орбитах и в области геосинхронных орбит. Важной особенностью сети ISON является её широкое распространение по планете.

На стр. 785:

Российские учёные и специалисты участвуют в международной кооперации по обнаружению ОНТ, но, к сожалению, вклад наших наземных средств – обсерваторий и сетей ISON и МАСТЕР (МГУ им. М. В. Ломоносова) – пока весьма скромен и не превышает 0,1 % от общего числа открытий АСЗ.
