Preamble: This workshop intends to bring under one forum a discussion of the developments in the area of unmanned vehicles, in whichever medium they operate. The most widely known of such vehicles are perhaps the unmanned aerial vehicles, or UAVs, due to its extensive development and deployment, to the point where they are in the process of being integrated into the air traffic system along with piloted aircraft. However there is a whole industry emerging in this area, along with much research in academia and industry, centered around all kinds of unmanned vehicles, aerial, ground, maritime, including underwater, and naturally space, where manned flights constitute only a very small fraction of all space flights. While each medium has its own characteristics which dictate upon the vehicle, there is a certain underlying knowledge base including theory and technology, which is common to all. Developments in robotics, intelligent systems, sensors, materials and computational power, continue to provide the basis for the development of novel and more capable systems and vehicles. Applications are moving from defense to civil and commercial areas.

Objectives: The objective of the workshop is to bring together representatives from academia, industry and government, to exchange information, discuss the current state and anticipated future developments in the theory and applications of unmanned vehicles and systems. The participants are expected to come both from the military and civilian sectors. The workshop will be structured to promote interaction between the user community, and the research and development community. Contributions are expected from all sides, on the one hand indicating the needs and priorities and on the other hand forthcoming developments and  research expectations.

Topics: Topics of interest include, but are not limited to the following;
- unmanned ground, aerial and maritime vehicle developments,
- autonomous operation
- intelligent control and operation
- long term needs and a roadmap to their fulfillment

Eighth US/Russian Space Surveillance Workshop

Space Surveillance Detecting and Tracking Innovation

12 – 16 April, 2010
Marriott Outrigger, Wailea, HI

Background

Over the past 15 years, a series of seven Space Surveillance Workshops have been held between the US and Russia.  The first six workshops focused on sharing information about how each nation has undertaken the task of space surveillance.  We have all gained great insight and appreciation of how each has approached the same basic problem of satellite observation, cataloging, and characterization.  In the seventh workshop, we began to cooperatively focus our attention toward the future of space surveillance and how to best meet the challenges ahead.  We propose that the eighth workshop should continue this forward looking approach.

Theme

In recent years it has become feasible to maintain the entire space catalog with special perturbations, and that is now done on a routine basis.  This experience has revealed that, in the case of sparse tracking data, which often results in loss of the satellite, special perturbations models do not necessarily provide a significant accuracy improvement over general perturbations methods.  Such is the case for many highly eccentric and geosynchronous satellites, especially if they are small.  This limits the accuracy of collision risk assessment and maneuver planning especially in the geosynchronous regime, and on the whole the quality of catalog maintenance deteriorates.

It is proposed that in this workshop we turn our attention toward the deep space sparse data problem and perfecting the search methods.  An enticing solution to mitigate weather and daylight constraints is satellite-based surveillance sensors.  Other possible solutions for increasing the amount of data include cooperative networks of optical sensors, longer tracks from optical sensors, methods to optimize the mix of radar and optical tracking (including re-aiming sensors from one to another by imprecise measurement data), etc.  Thus, the suggestion is for a workshop in which presentations will report on existing and proposed theories, technologies and algorithms necessary to mitigate the sparse and imprecise data environment for deep space satellites and, hence, to improve prediction accuracy of deep space satellites.

Author: Pascal Willis
Subject: 38th COSPAR Scientific Assembly: call for papers

Dear colleagues,

I would like to draw your attention to the Call for Papers for the 38th COSPAR Scientific Assembly. The meeting will take place
from 18 to 25 July, 2010, in Bremen, Germany. For more information, please visit "http://www.cospar-assembly.org/".

The assembly will include sessions coordinated by the Panel on Satellite Dynamics (PSD) in cooperation with the COSPAR
Sub-Commission B2 on International Coordination of Space Techniques for Geodesy and Geodynamics (CSTG). For more details,
please click "Scientific Program Overview", then "PSD1". A description of the session topics is also included below.

Please note that the deadline for submitting abstracts is February 19, 2010. For instructions, please click
"Abstract submission and Log-in".

Kind regards on behalf of the COSPAR/PSD organizing committee:

Pieter Visser, DEOS, Delft Univ. of Techn., The Netherlands.
    Pascal Willis, IPGP, Paris, France.
    Othon Winter, FEG/UNESP, Brazil.

Program abstract
----------------

The scope of the Panel on Satellite Dynamics is positioning of a wide range of objects on scales from giga- to nanometers. These objects include Earth orbiting satellites, such as geopotential missions (CHAMP, GRACE, GOCE, Swarm), altimetry missions (Jason-1/2, ICESAT, CryoSat-2) and navigation satellites (GPS, GLONASS, GALILEO, including GIOVE-A and B, Beidou).

In addition, planetary research is rapidly expanding leading to more and more (plans for) satellite missions (MGS, MRO, SELENE, GRAIL, Pluto Express). Moreover, formations of satellites are being realized and proposed for Earth observation (Tandem-X/TerraSar-X) and fundamental science (LISA, Darwin, XEUS) that pose very high demands on (relative) positioning and orbit and attitude maintenance systems (such as micro-propulsion).

Satellite orbit determination requires the availability of tracking systems (SLR, DORIS, GNSS, VLBI, Deep Space Network), and in
conjunction accurate solutions for ground station positions expressed in well established reference frames, detailed force and satellite models, such as gravity, drag and/or solar pressure, and high-precision time and frequency standards.

For this event, a special focus will be on results obtained with the GOCE mission and developments in the field of (near) real-time
orbit determination and altimetry. Contributions are solicited covering this broad area of positioning.

The International Association of Geodesy (IAG), one of the associations of the International Union of Geodesy and Geophysics (IUGG), isacknowledged for its kind sponsorship of this event.

Deep Impact, исследуются изменения со временем скорости и относительного
количества вещества, выброшенного после столкновения КА Deep Impact с
кометой 9P/Tempel 1. Выброс вещества являлся суперпозицией нормального
кратерообразования и "взрывного" выброса со всей поверхности кратера. Статьи
и слайды к докладам на эти темы приведены на сайте

1. Goal and Topics of the Conference
The IWSCFF 2010 is the sixth in a series of specialist events organized by the IAF Astrodynamics Committee to address the growing interest of the international space community in the area of Satellite Constellation and Formation Flying. Previous workshops have been held in Toulouse, France (1st, 1997), Haпfa, Israel (2nd, 2001), Pisa, Italy (3rd, 2003), Sao Jose dos Campos, Brazil (4th, 2005), and Evpatoria, Ukraine (5th, 2008). This 6th workshop will be held in Taipei, Taiwan from 1st to 3rd (Monday to Wednesday) November, 2010. The growth of satellite constellations over the last ten years and more recently the increased interest in formation flying missions are undoubtedly the most important and most exciting developments in commercial, institutional and scientific satellite services. Satellite communication services (based on GEO and LEO constellations), satellite monitoring and satellite navigation services are currently the main drivers of satellite applications, not only for Earth but also for Moon and Mars! The unique and novel characteristics of these satellite systems have not only rejuvenated satellite system design but have also brought new life to classical flight dynamics disciplines like orbital mechanics, attitude control, guidance and navigation, etc. They have also triggered innovative ideas in the design and optimization domains (e.g. inclusion of economic considerations in addition to technical performance and operational availability).
The main goal of this workshop is to draw on the lessons from the past ten years as well as to present and discuss recent results in all of these challenging aspects for future space systems. The main topics of the workshop will be as follows:
·               Lessons Learnt from Past Missions
·               Mission Analysis & Design
·               Deployment & Maintenance
·               Services & Operations
·               Simulation & Optimization
