http://news.mail.ru/society/12276264/?frommail=1

(BLITS — Ball Lens In The Space).

Russian BLITS Satellite hit by Space Debris

On February 4, 2013,  Dr. Vasiliy Yurasov and Dr. Andrey Nazarenko working with the Institute for Precision Instrument Engineering (IPIE) in Moscow, reported a significant change in the orbit of the BLITS Satellite. A sudden 120-meter decrease in mean altitude and a change in spin rate and orientation was observed. The satellite was no longer trackable via laser ranging and Yurasov and Nazarenko began an optical and photometric analysis that determined that the sudden orbit change occurred on January 22 at approximately 7:57 UTC.

----------------------------------------

Russian Space Junk Almost Destroys NASA Telescope in Orbit

NASA telescope in orbit escaped a potentially disastrous collision with a Soviet-era Russian spy satellite last year in a close call that highlights the growing threat of orbital debris around Earth.

NASA's $690 million Fermi Gamma-ray Space Telescope — which studies the most powerful explosions in the universe — narrowly avoided a direct hit with the defunct 1.5-ton Russian reconnaissance satellite Cosmos 1805 on April 3, 2012, space agency officials announced Tuesday (April 30). The potential space collision was avoided when engineerscommanded Fermi to fire its thrusters in a critical dodging maneuver to move out of harm's way.

NASA created a video of Fermi's near miss with space junk to illustrate how high the risk of a space collision really was.

Fermi mission scientists first learned of the space collision threat on March 29, 2012 when they received a notice that the space telescope and Cosmos 1805 would miss each other by just 700 feet (213.4 meters). The mission team monitored the situation over the next day and it became clear that the two spacecraft, traveling in different orbits, would zip through the same point in space within 30 milliseconds of one another, NASA officials said.

"My immediate reaction was, 'Whoa, this is different from anything we've seen before!'" NASA's Fermi project scientist Julie McEnery said in a statement.

The Russian space junk was travelling at a speed of 27,000 miles per hour (43,452 km/h) in relation to Fermi. If it had smashed into the space telescope the explosion of the two spacecraft would have released "as much energy as two and a half tons of explosives," NASA officials said.

"It was clear we had to be ready to move Fermi out of the way, and that's when I alerted our Flight Dynamics Team that we were planning a maneuver," McEnery added.

After making those calculations, scientists started planning to fire Fermi's thrusters specifically designed to move the satellite out of the way if these situations arise.

"It's similar to forecasting rain at a specific time and place a week in advance," Eric Stoneking, the attitude control lead engineer for Fermi at NASA's Goddard Space Flight Center said of predicting these kinds of impacts in a statement. "As the date approaches, uncertainties in the prediction decrease and the initial picture may change dramatically."

The two spacecraft ultimately missed each other by 6 miles (9 km) when they passed one another on April 3, 2012.

"The maneuver, which was performed by the spacecraft itself based on procedures we developed a long time ago, was very simple, just firing all thrusters for one second," Stoneking said. "There was a lot of suspense and tension leading up to it, but once it was over, we just sighed with relief that it all went well."

"A huge weight was lifted," McEnery said. "I felt like I'd lost 20 pounds."

Space junk has been a growing threat to satellites and manned spacecraft in orbit, and collisions do occur from time to time. Last month, the European Space Agency held its sixth conference dedicated to combating the space junk threat in Darmstadt, Germany.

In February 2009, another dead Russian satellite slammed into the U.S. communications satellite Iridium 33 in a space collision that spawned vast clouds of debris, one along each craft's orbit. In 2007, China intentionally destroyed a defunct weather satellite in an anti-satellite test.

NASA tracks 17,000 objects larger than 4 inches (10 cm) across in orbit above the Earth every day. Only 7 percent of the objects tracked are currently active satellites.

The Fermi telescope — launched in 2008 — searches the sky for signs of dark matter, black holes and spinning pulsars by seeking out sources of gamma-ray bursts, the brightest flashes of light in the universe since the Big Bang.

High-Speed Particle Impacts Suspected in Two Spacecraft Anomalies

During a span of just 26 hours in May,
two spacecraft, one at low altitude and one in
geosynchronous orbit, each experienced attitude
anomalies that might have resulted from a collision
with a small particle.
The first incident occurred on 22 May when
NOAA’s GOES 13 spacecraft (International
Designator 2006-018A, U.S. Satellite Number 29155)
suffered an attitude disturbance of unknown origin,
causing an attitude drift of at least 2 degrees per
hour off nadir pointing. Fortunately, no permanent
damage was discovered, and the spacecraft (Figure 1)
was returned to normal operations in June.
Although the event is indicative of a small
meteoroid or orbital debris particle impact,
particularly one on the large solar array, first
impressions can be wrong. On 20 November 2005,
the NOAA 17 spacecraft (International Designator
2002-032A, U.S. Satellite Number 27453) in low
Earth orbit also experienced an instantaneous
attitude upset, which was initially attributed to a
collision with a small object. The fact that the
anomaly occurred during the annual Leonid meteor
shower seemed to support the collision hypothesis.
Three other failure modes were investigated and
found to be unlikely [1]. However, 18 days later a
similar anomaly affected NOAA 17. Upon further
investigation, a definitive root cause for both events
was found to be hydrazine leaks in two different
thrusters [2].

ESA supports global format for debris warnings
18 July 2013

A new format for issuing warnings of possible collisions between satellites and space debris has been developed with the support of ESA. The message format allows human teams and computers to exchange warning information reliably during potentially critical events.

The Consultative Committee for Space Data Standards (CCSDS) has released the first standard message format for sharing collision conjunction warnings.

Previously, no common way existed to allow satellite operators to receive warnings on collisions between their satellites and space debris.

The new standard, the Conjunction Data Message (CDM), will allow sharing information in a standard way that is both understandable by everyone and can be integrated into automated systems.

ESA is a founding member of the CCSDS technical body, and the Agency’s Space Situational Awareness (SSA) programme has been involved in the development of the new CDM standard since its inception.

Recognising that satellite operators would prefer a common way to receive warnings from multiple sources of data, the SSA Space Surveillance and Tracking segment has worked with the CCSDS and other agencies such as CNES, DLR, NASA and JAXA to produce a common way of providing warnings across the globe.

“The systems developed within ESA’s Space Surveillance and Tracking segment have already been designed to use CCSDS standards as input to the calculation of potential collisions,” says Emmet Fletcher, responsible for surveillance activities at the SSA programme office.

“With this in mind, the latest version of the ESA systems designed to test and validate future collision warning systems has already been developed to output the new CDM standard.”

The use of standard warnings for potential space collisions will improve confidence for satellite operators as well as helping to preserve the space environment for future generations.
