И на обратном пути, на пересадке, даже пробежать проплыть галопом по Венеции.

В целом же конференция оказалась на редкость плодотворной. Наши доклады были приняты с большим интересом (один признали лучшим и выдвинули на публикацию представленных результатов в профильный журнал "Акта астронавтика", а второй попросили разослать участникам - для воспринятия опыта сотрудничества). Кроме того удалось провести массу переговоров:

1. Со швейцарцами - университет Берна одобрил черновик соглашения и нас приглашают на подписание договора о сотрудничестве. Так же договаривались о более ранней присылки нам результатов наблюдений Циммервальдской обсерватории.
2. С аргентинцами - аргентинское космическое агентство наконец согласовало с университетом Кордобы и КОНИСЕТом (местным ЦНИИМашем) черновик соглашения, ожидается, что на днях начнут подписывать. Кроме того в Москву приедет министр иностранных дел Аргентины - и в перечне обсуждаемых вопросов межправсоглашения есть и пункт о нашем сотрудничестве.
3. С южноафриканцами - они так и не получили письма от Бориса Захарова с необходимыми параметрами энергопотребления ЭОП-2 и требуемой пропускной способности Интернета. Кроме того, сказали, что у них появилось еще одно место под обсерваторию.
4. С мексиканцами - они согласились, в принципе, на размещение наших телескопов в Кананеа и Ла Негра (т.е. сразу можно будет и ЭОП-1 и ЭОП-2 приткнуть). Заодно познакомились с руководителем мексиканского космического агентства, он горячо поддержал идею сотрудничества. Надо править черновик соглашения.
5. С австралийцами из МИДа - договорились сформулировать и прислать наши предложения по размещению телескопов, а они поговорят с университетами и научными институтами.
6. С японцами - вместе нарисовали структуру взаимодействия и обсудили первые конкретные шаги. Хотят приехать к нам в ИПМ и в Кисловодск.
7. С американцами - с несколькими разными командами по широкому кругу вопросов. В том числе в ноябре нас приглашают на второй раунд переговоров в Люксембург. Если сбудется, совместим с заездом в Берн на подписание соглашения. Аэроспэйс Корпорейшн купили себе два 50-см телескопа. Есть шанс посотрудничать с обзорным 3,5-м телескопом. И, Лёнь, ПАНСТАРР не прекращал наблюдения астероидов (во всяком случае по их отчетам) - я специально спросил.
8. Конечно же с "нашими" итальянцами. У них прошли большие изменения в худшую сторону. Чтобы выправить ситуацию они организовали собственную фирму GAUSS. Шанталь болеет, поэтому новым ответственным за связь нами назначен Рикардо.
9. С ирландцами - они приедут в Москву в конце октября. Как раз я улечу в Душанбе. Оставлю их телефон - надо будет организовать встречу без меня.
10. С представителем ООН - про наши дальнейшие шаги по организации конференции ISON во Вьетнаме при финансовой поддержке со стороны ООН.

В общем, каждый день приползали домой выжатые, как лимон... Самый сложный был первый день - накануне объявили, что без загрузки статьи на сайт конференции не допускают делать доклад. Пришлось в режиме ошпаренной кошки писать 2 статьи и плюс я еще доклад доделывал.  Такого цейтнота у нас еще не было.

Call for Special Session Suggestions

Deadline:  October 29, 2012

As many of you have heard, all conferences involving expenditure of NASA funds must now go through a formal approval process at NASA Headquarters. We have just received notice that NASA has formally approved the 44th Lunar and Planetary Science Conference in 2013.

More formal announcements and other details will be posted soon on the meeting website, but in the meantime, we are soliciting the community for suggestions for special sessions to be held at the 2013 conference.

To submit ideas and suggestions for special sessions, please send an e-mail message to meetinginfo@hou.usra.edu NO LATER THAN Monday, October 29, 2012, so they can be reviewed, planned, and publicized. Please put “LPSC Special Session” in the subject line of your message.

All suggestions must be accompanied by a detailed but brief (100–150 words) description of the science that would be covered in the session, and whether it will consist of invited abstracts, contributed abstracts, or a combination of both. Organizers of these sessions should be prepared to serve on the LPSC Program Committee, or to have a fully empowered delegate serve on the committee, if requested by the conference chairs.

6th International Conference on
Recent Advances in Space Technologies-RAST 2013
" New Ways of Accessing Space for the Benefit of Society"

Paper submission: Prospective participants are invited to electronically submit an extended summary (minimum 500 words) of their work, following the instructions available on the web page. Final acceptance will be subjected to the quality of full paper. Accepted papers will be published in an IEEE proceedings volume, that will appear on IEEE Xplore, which will be available at the time of the conference. Selected papers from the conference will be considered for possible publications in archival journals.

Preamble: In view of the developments in new launcher initiatives and the recent SpaceX success, the theme for the sixth RAST Conference (RAST2013) was decided as NEW WAYS OF ACCESSING SPACE FOR BENEFIT OF SOCIETY. RAST2013 will be held on 12-14 June 2013 again in Istanbul. RAST Conferences are open to all areas of space although each conference tries to focus on its specific theme as well.

Objectives: For a long time since the launch of the first satellite in 1957, access to space was provided by launchers, which were either developed by or contracted by government organizations. Although new launcher technologies were at times under consideration at the bureaucratic government monopoly structure, it has been the American deregulation acts of 1986 and 1990, and the Russian privatization laws in the early 1990's, that opened the way to private sector to bring its creative forces into the picture. One notable exception is the OTRAG initiative of a private German company in the 1970s, which had to be cancelled for political reasons. Today there are more than a dozen commercial launcher development programs in USA, Russia, Europe and Japan, each emphasizing an innovative approach and providing a host of launch options for satellite owners.

Topics: In general, contributions regarding all aspects of recent developments in space technologies are welcome. In particular presentations addressing the specific theme of RAST2013 are welcome. Papers may fall under, but not be limited to the following topics:

.       New and innovative launch systems
.       New human habitable space craft, space capsules
.       Space tourism; space travel for short and long durations
.       Space technologies that contribute to security, including all aspects and threats, natural, man-made, humanitarian efforts, etc.
.       Earth observation projects and programs geared especially toward prediction, mitigation and monitoring of natural disasters
.       Computational modeling for design, development and control of aerospace vehicles, during launch, space travel and reentry
.       Developments in GNSSs, interoperability, new applications
.       Small satellites, micro, nano and pico satellites, cubesats
.       Satellite time and frequency transfer systems
.       New and novel instrumentation for various spacecraft functions, including ADCS, power, vehicle control, space robotics etc.
.       Space law, space medicine, and benefits of information available from space (social, educational and others)
.       Visions into future of space science, multiverses, black holes, etc.
.       Design and construction of space structures, space systems, materials, simulation and testing
.       Computational modeling of material processing and other flow physics associated processes under microgravity conditions in space
.       New remote sensing technologies and applications, i.e. hyperspectral sensing, SAR, applications in environment, agriculture, etc.
.       Regional positioning systems
.       New space communication techniques, higher frequencies, new apps
.       Communication satellites, flexible payloads, Ka band, EHF band, rain attenuation
.       Scientific applications, deep space, near-earth space, space weather,  microgravity
.       International cooperation, especially among space-faring and developing countries
.       Energy from space

Special Sessions: The participants of the conference are encouraged to organize special sessions (5-6 papers) on a particular area within the conference theme. For details, the special sessions chair Seyhan Onbaşıoğlu (onbasiogl1@itu.edu.tr) or M. Önder Efe (onderefe@ieee.org) or the secretariat (rast2013@rast.org.tr) is to be contacted.

Exhibition: An exhibition is planned during the conference.

The Shuttle Columbia accident early in 2003 as well the disaster in August of the same year when the Brazilian VLS-1 rocket exploded on the Alcantara launch pad killing 21 people, spurred the establishment of the International Association for the Advancement of Space Safety, first world-wide association of space safety professionals (www.iaass.org). In 2004 the IAASS became member of the International Astronautical Federation (IAF). In 2010 IAASS was granted Observer status at the United Nations COPUOS (Committee on the Peaceful Uses of Space).

The IAASS holds international space safety conferences every 18 months. The 6th IAASS International Space Safety Conference "Safety is Not an Option" will be held at the McGill University in Montreal (Canada) in the period 21-23 May 2013. The 6th IAASS conference programme includes, in addition to “classical” topics related to design for safety and risk assessment, sessions on commercial human spaceflight and space debris remediation. Because of your outstanding experience in the field of space debri, I will be glad if you will consider submitting a paper on related topics.
